Expert Council

1. Olena Hanechko – Judge of the Sixth Administrative Court of Appeal.

In 2001, she graduated from Taras Shevchenko National University of Kyiv. She worked as a legal counsel in the private sector as well as in public service positions. From 2005 to 2011, she served as a judge of the Shevchenkivskyi District Court of Kyiv; from 2011 to 2018, she was a judge of the Kyiv Administrative Court of Appeal. Since October 2018, she has held the position of judge of the Sixth Administrative Court of Appeal.

Doctor of Law (2019), Associate Professor (2023). Lecturer at the National School of Judges of Ukraine and member of the Council of Judges of Ukraine. She has more than 24 years of professional legal experience.

 

2. Yevhen Synelnykov – Judge of the Civil Cassation Court within the Supreme Court.

In 2000, he graduated from Kyiv National Economic University. From 2001 to 2017, he worked in the field of law. From 2012 to 2017, he was a member of the Qualification and Disciplinary Commission of the Bar of Cherkasy Region. Since November 2017, he has served as a judge of the Supreme Court.

PhD in Law (2024). He has more than 24 years of professional legal experience.

 

 

3. Valeriia Chorna – Judge of the Appeals Chamber of the High Anti-Corruption Court.

In 2001, she graduated from the Institute for Training Personnel for the Prosecutor’s Office of Ukraine at Yaroslav Mudryi National Law Academy. From 2001 to 2008, she held various positions in the prosecutor’s office, including Prosecutor of the Department for State Prosecution of the Dnipropetrovsk Regional Prosecutor’s Office. From 2008 to 2019, she served as a judge of the Dnipropetrovsk District Administrative Court. Since April 2019, she has been a judge of the Appeals Chamber of the High Anti-Corruption Court.

PhD in Law (2021). Repeatedly elected by the Congress of Judges as a member of the Council of Judges of Ukraine, of which she is currently a member. Since December 2017, she has been a member of the Disciplinary Commission of Private Enforcement Officers at the Ministry of Justice of Ukraine (appointed under the quota of the Council of Judges of Ukraine). She has more than 24 years of professional legal experience.

4. Robert Hein Broekhuijsen – Lawyer, Judge of the Disciplinary Appeals Tribunal of the Bar Association, Kingdom of the Netherlands.

He graduated from Leiden University in 1982. From 1982 to 2003, he worked as a lawyer specializing in maritime law and insurance, providing services to clients worldwide. Since 1999, he was Managing Partner of the international law firm DLA in the Netherlands, and in 2003 he became a board member of DLA. From 2005 to 2012, he served as Special Prosecutor in the Serious Fraud Division of the Dutch Public Prosecution Service. As Chief Prosecutor, he successfully concluded the most significant corruption case in the Netherlands. He has worked on numerous complex international fraud and corruption cases in the USA, the UK, India, and the Middle East, and has provided expert assistance on money laundering, asset tracing, and anti-corruption in the StAR (Stolen Asset Recovery) Initiative – a joint project of the World Bank and UNODC. He has also advised and conducted training programs on anti-corruption investigations in countries such as Moldova, Jordan, and Thailand. He is now co-founder of a specialized law firm that advises corporations, governments, and states on corruption-related issues, conducts corruption investigations, and defends companies against corruption charges. Since 2021, he has been a member of the Selection Commission for candidates to the High Qualification Commission of Judges of Ukraine, and since 2024 – Chair of the Public Council of International Experts.

5. Jessica Lott Thompson – Lawyer, Senior Legal Advisor, Legal Reform Specialist, Canada.

In 2003, she obtained a Bachelor of Laws degree from the University of Victoria, British Columbia. In 2017, she received a Master of Laws degree (Constitutional Law) from Osgoode Hall Law School, York University, Toronto, Canada. From 2008 to 2014, she worked as a federal criminal prosecutor at the Public Prosecution Service of Canada, specializing in criminal and administrative proceedings. From 2015 to 2020, she served as Director of Human Rights in Yukon, managing the Yukon Human Rights Commission, which reviewed complaints against the government, companies, and organizations. She is currently a Senior Legal Counsel specializing in criminal, administrative, and constitutional law, human rights, and legal reform. She also chairs the War Crimes Accountability Working Group of the Ukrainian Bar Association and the Canadian Bar Association, and is an international election observer with the OSCE/ODIHR. From 2017 to 2019, she was Minister of Justice of Canada’s representative on the Yukon Judicial Advisory Committee, responsible for evaluating, reviewing applications, and making recommendations to the federal Minister of Justice regarding appointments to the Superior Court, in line with constitutional, ethical, and policy requirements. Since 2024, she has been a member of the Public Council of International Experts.

6. Sigita Rudėnaitė – Judge of the Supreme Court of the Republic of Lithuania.

She began her legal career in 1988 as a lawyer at the Utena Legal Bureau, and in 1997 she was appointed as a judge. For many years, she served in various levels of the judiciary, including the Utena District Court, the Higher Administrative Court, the Vilnius Regional Court, and the Vilnius District Administrative Court. In 2004, she was appointed to the Supreme Administrative Court of Lithuania, and since 2008 she has served in the Supreme Court. From 2012 to 2022, she headed the Civil Cases Chamber of the Supreme Court. In 2020–2024, she was Chair of the Judicial Council of Lithuania. She has participated in commissions for the selection and evaluation of judges and served as an advisor to the President of the Republic on these matters, including judicial appointments, performance evaluation, and quality assurance. She also teaches at the Training Centre of the National Administration of Judges.
