The Commission Has Scheduled Tests On Knowledge of the History of Ukrainian Statehood and Tests of Cognitive Abilities as Part of the Competitions for Vacant Positions of Judges at the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal

Please be informed that on March 23, 2026, the Commission has scheduled the first (test on knowledge of the history of Ukrainian statehood) and second (test of cognitive abilities) stages of the qualification exams as part of the competitions announced by the Commission on October 29, 2025, and has set the timetables for these exams.

The test on knowledge of the history of Ukrainian statehood will take place on
April
07, 2026, and the test of cognitive abilities on April 14, 2026.

The schedules for the test on knowledge of the history of Ukrainian statehood and the test of cognitive abilities can be found in the Schedules sub-sections of the Qualification Exam sections under Competition for the Specialised Circuit Administrative Court, announced on 29.10.25 and “Competition for the Specialised Administrative Court of Appeal, announced on 29.10.2025” in the “Competition for the Position of Judge” section, or via the links:

test of cognitive abilities (in Ukrainian).

Candidates participating in the competitions for the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal will pass these tests at the same time.

Candidates for the positions of judges of the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal who successfully pass the test on knowledge of the history of Ukrainian statehood will be admitted to the second stage of the qualification exam – test of cognitive abilities.

If the surname of a person listed in the schedule has changed, the Commission must be notified immediately and a copy of the document confirming the change must be sent (contact details: tel.: (044) 233-63-85, e-mail: inbox@vkksu.gov.ua).

The test on knowledge of the history of Ukrainian statehood and the test of cognitive abilities will be held at the premises of the High Qualification Commission of Judges of Ukraine at the following address: 9, General Shapoval St., Kyiv.

To register for these stages of the qualification exam, please bring your Ukrainian passport (in booklet or card form).

The test on knowledge of the history of Ukrainian statehood and the test of cognitive abilities will be conducted using computer equipment.

The number of questions for test on knowledge of the history of Ukrainian statehood is selected in the information system used by the Commission for the purposes of the exam, on a random basis, taking into account the taxonomic characteristics of the test and the number of test questions in each section (subsection) of the exam programmes (stage) and the taxonomic characteristics of the anonymous test on knowledge of the history of Ukrainian statehood for the purpose of conducting the qualification exam of candidates for the position of judge within the competition for the Specialised Circuit Administrative Court, announced by the Commission’s Decision No. 193/zp-25 of October 29, 2025, and the competition for the Specialised Administrative Court of Appeal, announced by the Commission’s Decision No. 194/zp-25 of October 29, 2025.

The duration of the test on knowledge of the history of Ukrainian statehood is 40 minutes; the test of cognitive abilities is 30 minutes.

The number of questions in the test on knowledge of the history of Ukrainian statehood is 40.

The number of questions (assignments) in the test of cognitive abilities is 40.

The maximum possible score in the test on knowledge of the history of Ukrainian statehood is 40.

The maximum possible score in the test of cognitive abilities is 60.

The minimum passing score has been set: Individual codes and test stations for the test on knowledge of the Ukrainian statehood and the test of cognitive abilities are assigned at random, using a blind selection method whereby the participant chooses from a set of options printed and placed before them, which are concealed at random.

 Test on knowledge of the history of Ukrainian statehood – 75 per cent of the maximum possible score, or 30 points;

Test of cognitive abilities – 55 per cent of the maximum possible score, or 33 points.
